I think that it would be more accurate to say that most good communications
software that runs on a decent OS doesn't require the user to do things like
set IO and IRQ values. Most good communications software that runs on a
decent OS uses the OSes underlying serial port device drivers, which hide
all of these details from the user.
Only software that uses the serial ports and which runs under MS-DOS
requires the user to be aware of and sepcify IO and IRQ values. Most of the
rest of the computing world solved this problem about 30 years ago.
