IMHO, this is indeed a serious problem requiring immediate attention.
I suggest that (once we're through with the elections this year) a joint
action committee be formed, consisting of PCI-SIG members, representatives
from the Ministry of Defense, and the speed of light/customer needs experts
of the new administration. (The US Postal Service can take over that last
part, should there be a problem with the new administration.)
