The length could be almost anything, if it can meet the other PCI
electrical specs.

On the motherboard, not directly. See section 4.3.6.2, "Motherboard
Impedance."
Lengths and characteristic impedances are specified for adapter cards
only, in sections 4.4.3.1 and 4.4.3.3. Motherboard designers are
allowed more freedom, but ultimately must meet the bus propagation
delay requirement, which includes both raw etch delay, and signal
reflections and ringing.
