The PCI 2.1 spec states in page 115
"When a device has been programmmed to snoop the access, it cannot insert
wait states or delay the access in any way and, therefore, must be able to
latch and process the data without delay."
The question is: What can such a device do if its internal buffers are all
full, and therefore is unable to latch the snooped data.
