I would think that the restriction on the number of initiators supported has
only to do with the number of arbitration request/acknowledge lines supported
by the i60RP.  You should be able to support as many targets as the PCI
bus electrical limits will allow you, since they do not need the non-bussed
request/acknowledge lines from the arbiter.
