As a further update to this, I discovered that both Win3.1 and WinNT W/S
4.0 have a 32MByte limit, per PCI board, of memory allocation. This
32MByte limit pertains to the sum of all BAR's. If one goes beyond this,
the OS's will hang before the splash screen without an error message
(thanks Microsoft...). Mapping to I/O space gives my BIOS grief. No such
limitation exists on the Mac.

Thus, all mysteries (at least the ones I was struggling with) seem to be
resolved. Many thanks to all who responded to this thread!
