Shouldn't be. In a 3V signaling environment (as in section 4.2.2 of
the PCI spec), there are no 5V signals on the bus.
Even overshoots, such as those in 4.2.2.3, are snubbed by the required
clamps on all such PCI devices to the 3.3V supply.
