Dave New has already described the thing. This is more or less repeating
what he has already said.
There are two issues here:
1- Burst is allowed for all kinds of PCI transactions, be it memory, I/O or
configuration space.
2- (This is the one that gives you the impression that I/O bursts are not
allowed) Combining and byte merging are not allowed on I/O cycles. However,
the individual I/O cycles which will NOT be combined nor merged, can
themselves be bursts.
