I can't speak to the first question, but I can to the second. The "PCI
System Design Guide, Revision 1.0" was published on Sep 8, 93 with the
section on JTAG marked "TBD". Since then, the guide has been discontinued
and usage of it is discouraged by the SIG.
JTAG is an IEEE spec (IEEE Std 1149.1). Perhaps IEEE can provide a lead
to applications information on JTAG in PCI.
