Check out the PLX (www.plxtech.com) range of devices which include some low-cost slave only devices as well as the fully
featured devices with master capabilities and DMA engines.

Subject: Slave devices on PCI
I have been looking around for different PCI chips, and found quite a
few. My question is, if you have a device that only answers on request
from a master, ex. memory. Do you have to use one of these chips that
have master capabilities or are their chips only containing the slave
interface.
