Banning OpenFW initiallization of hot plug is definately a step
away from plug-and-play. I work at a telecom company which values
hot-insertion, but we don't run much DOS on our control cards.

If its agreed that:

and that there isn't complete support for:

This seems in line with the current state (IMHO unfortunate) of
OpenFW as an option.

Editorial, you may hit the delete now:

It seems curious that the investment in an OpenFW interpreter (write
once, port for each processor) should
deter anyone willing to write a driver for _every_ card that might
go into their chassis for _each_  CPU architecture.
