PCI slave single board computers

Hello,
I am trying to locate a standard PCI SBC to act as a slave in a passive
backplane. I can find nothing in the PCI spec from preventing a slave mode
board, but the only boards I've come across are PCI / ISA masters.
Does anyone know if such boards exist, or anyone who has worked on
developing one? Pro-log is the only company I've come across that has done
even minimal research on it.
I am also looking for information from anyone who has used VxWorks on a PCI
backplane.
