Can't help you exactly, but in some OS I have tried, they don't assert
reset when you run the reboot command, even when there are hardware support
for asserting reset.  I have found it necessary to implement a control
register on the interface card with a bit that does reset for the rest
of the board, and then go through the reset sequence when the driver
loads.  That may be something you want to consider if you are designing
an interface that goes into lots of different machines and running
different OSes.
