Be careful about this statement:

If you have a VIO, then you're talking about a "Universal" PCI board.
If so, you MUST actually use VIO for SOMETHING ... at the very least to
tell your board whether to clamp at 3.3V, or at 5V (or not at all).
But as you probably meant, you don't need to use the VIO pins to power
the output buffers.
