The PCI specifications, including the BIOS specs, are available for a nominal
fee, cheaper for PCI-SIG members.
For writing Windows95/98 and NT drivers, you will need the Microsoft DDK's for
each of those systems. These are generally available as part of Microsoft's
MSDN subscription, I dont know if you can download the full DDK, but the
documentation _is_ available online for free as part of MSDN Online
(msdn.microsoft.com, 'online library'), you need to sign up to access this
(and I highly recommend using MS Internet Explorer 4.01-SP1 for this). In the
full DDK's for 95 and NT are sample COM drivers for the standard PC serial
ports, this is as good a starting place as any. You *should* note, NT and 95
drivers are TOTALLY different.
