It should work.  Most PCI devices should not respond during or after
reset until a configuration cycle.

Electrically, PCI devices should tolerate being operated with floating,
indeterminate inputs.  Section 4.2.4 in the PCI Spec says, "Nearly all
signals will be indeterminate for as long as RST# is asserted, and for a
period of time after it is released."
