The DINI Group has just such a product called the "DNCKSLW577 Clock
Slowed PC". The data sheet can be obtained at
<http://www.dinigroup.com>.
The DNCKSLW577 is a 33MHz/32 bit PC that has been slowed to run at
5.77MHz on the PCI bus. This frequency should be well within the
boundaries for FPGA-based PCI designs. All PC functionality is
retained. The slowed PC sells for $4500.
