Not usually, the chassis and backplane must be designed for this.

Depends on how you are linking the chassis. If via PCI, then you'll be
using a couple PCI-PCI bridges and you will experience behavior typical of
cascaded bridges.

Yes; good. Look at PCI SCSI controller specs.
