PLX PCI9054 on 5V bus

Has anybody on this forum used the PLX PCI9054 in a design that plugs into
a 5V PCI slot? I have used this chip in a universally-slotted PCI card
design as an upgrade from a previously-equipped PLX PCI9080 board. My problem
is that I cannot get the host to boot with the 9054-equipped board installed.
When comparing the BIOS PCI traffic between the two boards, I can see no
clear difference. I assume that the 9054 signalling levels are sufficient
for a 5V PCI bus, but I don't know for sure. If somebody has experience
with this or can direct me to a source of information, I would greatly
appreciate it.
