5V->3.3V PCI converters

Hello

I am looking for a 5V (32bit) -> 3.3V PCI converter. Does anyone know of
a source ( I just want a adapter which will allow my 5V card to be
plugged into a 3.3V slot NOT and expansion slot) or can I build one
myself.
