I think it is unnecessary to decouple unused power lines on your card.
The system will have to work with you card and without it inside
to decouple it as well.
I think it is the job of the motherboard to decouple every connector.
But I do not know what is common practice in this respect; if there is
a lot of non-decoupled motherboards designed & sold, then they will
expect you to decouple them (and why not power them :-) ).
