The Subsystem Vendor ID should be the same as your PCI SIG Vendor ID. You
get this number with a membership in the PCI SIG. I do know that some
vendors have allowed customers to use their PCI Vendor ID if the customer
was not a SIG member but membership in the SIG is not that expensive. The
only rule on subsystem ID is that each unique product (from the SW point of
view) should have a unique set of Vendor ID, Device ID, Subsytem Vendor ID
and Subsystem ID. It is up to each vendor to ensure that they do not
duplicate subsystem IDs. There are some very detailed posts from Microsoft
in the archive of this mailing list.
At Gateway we use a very high-tech process. If someone needs a subsystem ID
they mail me their requested ID (this allows them to choose something that
makes sense - like product number) and I e-mail back whether it is OK or
not. I then keep an Excel spreadsheet of all the "approved" subsystem IDs.
As you can see it does not need to be too complicated. There is no central
registration authority for Device IDs or Subsystem IDs.
