Bus numbering

I thought that I had read in the P2P bridge spec that buses behind a bridge
had to be numbered consecutively, but I cannot find a statement of that in
the specs.  The only thing close is section 11.2.1 "Assigning Bus Numbers"
where it states that all buses behind a bridge must reside between the
secondary bus number and the subordinate bus number.  

I have a system in our lab that has 3 buses and they are numbered 0, 7 & E.
(PView doesn't find them, I had to peek for them).  I expected that they
would have to be numbered 0, 1 & 2.  Did I remember incorrectly that I had
read this, or am I just not able to locate it?
