PCI Compliance testing

Is a newly developed board deemed to be PCI Compliant if it satisfies the
criteria contained in the PCI Compliance Checklist? 

Is there a mechanical checklist for CompactPCI available online?

Does the Foxfire II test card utilize the PCI Compliance Checklist as a
baseline? If so, how does it compare to other COTS equipment (such as the
Catalyst TA-660C for example)?

Is it possible to obtain copies of the PCI Local Bus Spec for version 2.1?
