You cannot do that.  All the PCI cards on your extender would share a IDSEL
pin.  You would need to put a PCI-to-PCI bridge on the adapter board.

Is it legitimate to plug three PCI cards into a single PCI slot using an
adapter board that plugs into a single PCI slot on the motherboard and has
three PCI connectors bussed together ? The remaining PCI slots on the
motherboard would be unused, so there would be a total of 3 PCI boards in
the system, all connected through the adapter board.
