The PC 99 Hardware Test Specification 1.0 Release,
co-authored by Intel Corporation and Microsoft Corporation, is now available
for
download from the WHQL Test Kits page located at
http://www.microsoft.com/hwtest/TestKits/default.htm
under the heading "Hardware Specifications". The specification is intended
for
engineers who build personal computers, expansion cards, and peripheral
devices
based on the design guidelines presented in the PC 99 System Design Guide.
The PC
99 Hardware Test Specification lists test assertions that are tested by the
WHQL Test Kits.

As PCI is a platform independent bus architecture, the PCI SIG is not tied
to Intel nor Microsoft for certification. Try contacting the Windows
Hardware Quality Labs for your Microsoft certification requirements.
