About PCI Expansion ROM and Option ROM?

Hi,
Can you tell me what is the relationship between 
"PCI Expansion ROM" in PCI Specification revision 2.1 and 
"Option ROM" in Plug and Play BIOS Specification Version 1.0A?
For a PnP PCI device (for instance a PCI expasion card)
do i must implenment them all? I'm disturbed.
