Compliance??

We have recently purchased an add-on board that is supposed to be PCI
compliant (at least that is what it is advertised as). I noticed that
the CLK trace is NOT 2.5 inches long, and there is no bypassing on the
unused 3.3V power. I thought these both were required for PCI
Compliance. Did something change, or is the board non-compliant. 

Also this board is marked CE. Does the non-compliance effect the boards
CE compliance?
