PCI Bus Idle during a hotplug operation ?

Hi

Although the PCI Hotplug Specifications does not state explicitly that the
PCI bus needs to be idle when releasing RST# to a hotplugged device,

Are there implementations (Master or Target) that  expect the PCI bus to 
be idle when they come out of Reset ? ( The PCI HPC3130 hotplug
controller from Texas Instruments does ensure bus idleness
before letting a new device onto the bus (by releasing RST#) during
hotplug.)  
If the answer to the above question is yes, what are the side affects 
of the bus not being idle?
