Routing & Layout near PCI connector

Hello PCI People,

I designed a board with the layers as follows:

Component
Ground
Inner 1
Inner 2
Power
Solder

The Power plane has the traditional PCI 3.3V island near the PCI connector
and then 5V beyond that so that signal traces on the Solder side are
crossing both the 3.3V and 5V sections of the plane -- not recommended.

One solution I'm told is to put caps between the 3.3V and 5V planes..

Another possibility I was thinking of was to establish a small Ground plane
on Inner layer 2 (it would just barely cover the 3.3V island) and place the
layers as follows:

Component
Ground
Inner 1
Power
Inner 2
Solder

What are your opinions/recommendations ?

Thank you very much,
