  I'm not sure what purpose you were asking for, but here's both of
them...


Purpose for NT generating special cycles when idle:

	I'm not sure why.  Somebody told me a while ago, but I don't
remember anymore.  It wasn't a very good reason.

Purpose for making NT not idle:

	To make NT not generate special cycles.  That will avoid a bug in
the AMCC s5933qe (and earlier versions).  I'm sure that there are many
other solutions for this problem, but this is a very very simple one to
implement, and it doesn't require any modifications to the hardware.
