Yes.  It's bugged me for a long time.

There are sections of this PDF document that behave normally, and others
where the text seems to have "unusual" characteristics.  It affects both
searches, and cut-and-paste.  Ever try copying text from the Spec into
something like MS-Word or Notepad?  Often you end up with total garbage.

Maybe Acrobat Distiller did something bizarre, or maybe the file was
post-processed in some way, I don't know.
