Simple PCI Motherboard

I am looking for a simple PCI "motherboard" with the following specs:

1) 3 addin-card slots (3V3, 32 bit)
2) preferrably an arbiter
3) no need for a host bridge or a host processor because a host
    processor  will be on one of the addin card.

Some of the extenders out there will do the job, but the request/grant/
IDSEL traces need to be cut.  And they don't have the slot connectors.
