Central Resource functions(Implementation)

Dear PCI experts

 Can anyone explains what are features/functions that should be included
while implementing
central resource function??

what are the minimal features that should be supported ??

In the spec, they have given 6 functions.I need clarification on the
following functions

1.Convert Processor transaction into a configuration transaction??
   Please explain about this??

2.Generation of the individual IDSEL signals to each device for system
configuration.

 I would be thankful if you explain the above two functions clearly
 in the implementation point of view.
