I have used it, it's OK.

For NT there is PCITOOL at
http://www.compaq.com/support/files/alphant/drivers/index.html

I have written some C programs that will do this as well.
They are compiled under the djggp port to DOS of the gnu C compiler

The programs will report all PCI devices, a PCI memory map.
and allow peeks & pokes to config registers, IO and memory space.

These programs only run under DOS, and possibly W2000, but NOT NT.
