Master only PCI device???

Hi,

Has any body come across a master only PCI device.

As the potential problem what I see with master only device is how the
initialization of the configuration space would be done by the PCI Bus
Main controller (Central resource).

Pls throw some light on it as to whether it is possible to design a PCI
Host bridge which supports a DMA type host and does not have target
state machine in the design.
