In the Revision 2.1 PCI spec, 3.3V power WAS optional when using 5V
signaling, as long as it is pre-wired and the manufacturer provides a means
to upgrade.

To comply with the current spec = Revision 2.2 (dated December 22, 1998),
3.3V power is mandatory.

The motherboard you cited does not comply with the latest spec.
