Turning off empty slot clocks RE: devices not seen, fpgas not getting the clock

They might be doing this to minimize emissions.  I would imagine that this
is controlled by SMBus/I2C command input to the clock synthesizer/driver IC.
If there is nothing in the BIOS setup, maybe you can disconnect the IC's
SMBus control inputs and rely on it's default configuration?  Without
knowing more about the motherboard design, it's kind of a shot in the dark,
but...
