I am sorry but this whole discussion reminds me hacker forums. Author of the
original question might want to correct me but I think the question was
about designing a new PCI card using a general purpose PCI chip rather than
about hacking an existing video adapter to make it show up with a different
Vendor ID.

Assuming it is a new design there is no need to look for any back doors as
provision for programming user's IDs is made right in the front door in all
the modern general purpose PCI chips.
