Latency Timer Register Implementation

Hi,

I have  querys regarding implementation of LT Register:

1. Can LT register value will be more than 16?
   In our Bridge, there are  many agents which will require
   More than 16 DWords of transfer, and there is no mechanisam
   to program LT Register from agent side.

 2. How the Arbiter will take care, if any agent de asserted Frame
    indicating that transaction completed, before the LT register
    count is not reached its maximun value.
