Hello Daniel,
If you want to design a target only interface you may have a look at a
old application Note from Xilinx "Designing Flexible PCI Interfaces with
Xilinx EPLDs". The ABEL source code is free. You should port it to VHDL
before you can use it with a FPGA.
The application Note can be found in the "EPLD Application Guide with
XC7000 Data Sheets" from April 1995, but I think also it's available via
ftp from xilinx.
