You can purchase the latest versions of
   PCI related Specs from PCISIG
   http://www.pcisig.com/developers/specification/availspecs.php3

If your company is a member of the SIG,
you can download these specs free of cost.

There are several books on PCI. I found
   the following book useful:

   PCI System Architecture, Fourth Edition
   (PC System Architecture Series)
   by Tom Shanley, Don Anderson.

   Hope this helps.
