How about 0xfa3c (dec. 64060) ? Is it busy? I suggest people
who don't feel like paying membership fees for the right to
enter just use this. To further differentiate we would need
some free service for subvendor ID registration; I am willing
to maintain a list of these and keep it public on our website.

I doubt any company will be willing to take this ID once it
is known to be in use  - though not SIG blessed.
Of course I suspect there is more than just one company which would
like to do it just to stop as much progress as they can, but
I doubt anyone would do that openly.  

BTW: We (TGI) do not need a specific vendor ID that badly, our
version of PCI is non-standard (100 pin 0.8mm pitched connector,
with many analogue power supply voltages for nuclear measurement
purposes in a portable environment).
