Picking one in 2^16 and suggesting it for free use by anyone is
not anarchy. If the SIG were not so much after control
they would have made such an ID public long since.

How many of the 2^16 possible IDs do you expect to be used ever?

What I suggest is just countering a protective policy.

(Again, I have no personal interest in that, I have just seen
too many times the results of hostile control. An impressive exmaple
can be seen in most offices nowadays.)
