They have some special technical documents refering to this question like
"challenge of implementing PCI in FPGA " and " flexibility provided by FPGA
in implementing PCI "
You can find this in "Logicore PCI" section

To refer to PCI standards you have to look in to PCI spec. given by
www.pcisig.com
