You can find a lot of material on Xilinx website ( www.xilinx.com  )
They have some special technical documents refering to this question like
"challenge of  implementing PCI in FPGA " and " flexibility provided by FPGA
in implementing PCI "
You can find this in "Logicore PCI" section
If still you feel unable to find them , Pls let me know , i will mail the
pdf document to you

To refer to PCI standards you have to look in to PCI spec. given by
www.pcisig.com
