Typically, configuration software such as BIOS will
determine how many functions are present in the same
manner it determines if the first function is present
(assuming the device indicates multifunction support).
 A configuration read of the Device and Vendor ID
fields is performed.  If 0FFFFh is returned for either
field, the function will not be configured.
