PCI device powerup



Hello,
	I am a PCI newbie and have a simple question regarding table 7-4 in
section 7.6.4.2 of Rev 2.2 (page 228).  I'd appreciate it if someone
with some PCI experience would be able to help me out.  The table shows
a parameter Trhfa, which is defined as "RST# high to first configuration
access".  Is it correct to describe the power-on of a PCI device as
follows:

0 ms -- power reaches stable state
0 to 1 ms -- definition of Trst (reset active time after power stable)
1ms -- RST# goes high
1ms to 1ms + 2^25 clocks -- definition of Trhfa
1ms + 2^25 clocks -- PCI device must be ready to operate
