Generation of IDSEL by bridge

Hello,
One point that has come to my mind as I was going
through the PCI-to-PCI Bridge specs is:

When a Bridge confronts a Type1 Configuration
transaction for devices downstream, is the IDSEL
asserted by the bridge?
(This may be on behalf of the device or my be because
it has claimed the transaction since the transaction
is for the devices on its hierarchically subordinate
bus.) Can you clarify this one.

Is the situation similar for a Type1 to Type1
forwarding and Type1 to Type 0 conversion.
