I would strongly suggest having drivers for both Win 98 and Win 2k.
However, your question #2 implies that your product is targeted for the
server mkt, in which case I think you could dispense with the Win 98 driver.

I don't think either has full native support.  Two software companies I am
currently aware of are Jungo, whose hotswap support solution uses a driver
layered model, and PigeonPoint's which uses the native PnP subsystem of Win
2k.  I'm not sure what other hotswap software solution companies have a
product.
