Question about 3.3V Aux

I just finished a design on a Network card using an AMD MAC, and have noticed
that with the card in newer systems (PCI 2.2 motherboards), when the system is
powered off, the link and activity lights on the NIC are on, even though there
is no cable connected.  As soon as the system is turned on, the lights go off. 
Any ideas on what might be causing this behavior?
